Huge home for offices, shops gets going in Pflugerville; first up, hundreds of apartments

Work is underway on the first part of a 45-acre, mixed-use development in southwestern Pflugerville.

Executives at real estate investment and management firm Presidium Group LLC said Dec. 3 they have started work on a 272-apartment complex called The Elliott in the Travis County suburb.

A total of 10 phases are planned in the Pecan District that Presidium is co-developing with landowner and developer Cid Galindo.

The project's architect is Mark Odom Studio. Jones|Carter is the civil engineer and CPH Structural Engineering Inc. is the structural engineer. Design Workshop is crafting the project's landscape features and AYS Engineering will handle the project's mechanical, electrical and plumbing components.

The Pecan District is located at the corner of Old Austin Pflugerville Road and South Heatherwilde Boulevard, near Pflugerville Middle School in the southwestern part of the city.

“Pecan District's prime location will help transform the western gateway to the city by drawing in people from the surrounding areas," Presidium co-founder John Griggs said in a statement.

Developers tout the Pecan District's ability to providing housing, dining and shopping options in a "high-walkable environment," a common pitch for mixed-use developments. They say The Elliott, which will have three- and four-story buildings, will be ready for occupancy in 2020.

The Pecan District is expected to include 1,150 residential units, nearly 1 million square feet of office space — that as big as a regional mall — and up to 228,000 square feet of retail and restaurants when it is fully complete in a decade, according to a Presidium announcement.

The Pecan District could also benefit from reimbursements to the tune of $45 million if Pflugerville City Council amends the boundaries of its only tax increment reinvestment zone to include the prospective development, according to Community Impact. That economic development incentive tool would funnel tax revenue from increases in property values back to the development, to pay for infrastructure improvements.

Beyond Pecan District, Presidium is involved in several developments in Austin, including The Pop arts district going up on East Riverside Drive. The company owns more than 200 acres along the Riverside corridor.
